Biocarbon Partners will recruit one (1) Sénior Community Sourcing and Engagement Officer for Gaza.

We work with Community and Government partners to help improve the conservation management globally significant wildlife habitats.

Objective of the position:

As Senior Community Sourcing and Engagement Officer, your job is to ensure community, individual as well as group forest owners are recruited and maintained into the Great the Limpopo REDD+ Project (GLRP) from the districts within the province of Gaza and Manica. The responsibility is to coordinate the REDD+ Project activities within the assigned areas and to oversee and support team members to implement community recruitment and engagement strategies. The objective of the role is to conduct actual community recruitment into the GLRP to achieve VCS and CCB Triple Gold verification. The role requires close collaboration with Sourcing Manager and the Country Manager to ensure sourcing and engagement strategies meet annual work plans targets. In addition, ensuring dashboards, grievance registers and all trackers are up to speed at all times with accurate and timely hardcopy and digital filing of documents and reporting.

Community Sourcing and Engagement:

  • Prepare an implementation plan covering all community sourcing/engagement activities through to verification;
  • Mobilize communities and support formation of community natural resources management governance institutions (CGRNs) including undertaking of organizational capacity assessments;
  • Support capacity development of the CGRN in governance, finance, project management, to ensure development and alignment to achieving VCS and CCB standards;
  •  Support communities, CGRNs and individual DUAT forest owners to get registered with district authorities, secure forest carbon and other user rights with GdM and facilitate partnership with BCP;
  • Promote and achieve broad participation of all community members within the project areas s and ensure the inclusion of marginalized and differently abled members and groups in the planning and implementation of project interventions;
  • Actively address grievance in line with the project grievance redress mechanism and as per national regulations governing grievances within REDD+ projects;
  • Conduct monthly and quarterly annual work plan review meetings with communities and report on the delivery of VCS and CCB standards to the Management;
  •  Support local communities in development and implementation of activities intended to create lasting benefits and sustained financial returns.

Reporting and Validation:

  • Ensure validation and reporting of all community sourcing and engagement datasets captured and entered by the district level sourcing/engagement officers;
  • Oversee and facilitate a World-class and audit-proof FPIC process that is well documented, has no gaps, and ensures that community forest management groups pass annual community internal gap analysis and external audits and verification (VCS and CCB with Triple Gold);
  • Upload and update all engagement reports, dashboards and trackers in the appropriate folders on G Drive for use to monitor and report on project matrices.

Compliance to National and International REDD+ Standards:

  • Oversee project activities are compliant to International & National Standards for REDD+ implementation;
  • All assigned communities (CGRN) understand the VCS and CCB Standards and AWP actively contributes to the achievement of successful annual verification;
  • Grievance register updated on a monthly basis and 100% closeout achieved;
  • Sourcing and Engagement tracker completed on a monthly basis;
  • Regular (Monthly updating and verification data entry into the performance dashboards;
  • File meeting minutes and reports in appropriate GDrive folders with corresponding hard copies on file.

Relationship Building and Communication:

  • Build linkages with other key stakeholders working within the assigned areas; including GdM, NGOs, Private Sector and Community, all aimed at driving positive impacts of REDD+;
  • Seek the involvement of key stakeholders (GdM, NGOs, Private Sector and community) in project delivery; AWP development & implementation following appropriate participatory approaches such as FPIC;
  • Coordinate the day to day operations in the districts and document all activities implemented;
  • Help the team in identifying socio-economic activities in the Districts and respective communities that can be incorporated in interventions that advance REDD+ activities;
  • Create a pro-active and impeccable internal communication culture within the sourcing and engagement team;
  • Develop local appropriate Information Communications and Education materials.

ALLIANCE BUILDERS WANTED:

  • Minimum of a Bachelor’s degree in Forestry, Natural Resource Management, Community Development or any relevant field;
  • 5 years’ relevant work experience in a similar field or senior position;
  • Demonstrated experience in project management and program leadership;
  • Strong people skills with communication capabilities in written and spoken Portuguese and English and above all, local community languages from the region;
  • Experience working with government stakeholders at province level and a strong understanding of local administrative and community structures;
  • Excellent facilitation skills and application of Participatory Rural Appraisal/Participatory Learning and Action Methodologies and Tools;
  • Computer proficiency in MS Office suite, GPS, ODK, and other Android device applications;
  • Advanced alliance building and collaborative skills;
  • Willing to work rural areas, lead and work with teams and lead by example;
  • Excellent database management and report writing skills;
  • Valid driving license.
